Northern Melbourne VET Cluster’s New Structure
2008 saw the adoption of the NMVC’s new governance structure.
This structure was introduced to ensure that the integrity and
activity of the Cluster are consistent with intentions for meeting
the VETis needs of students in local schools. An Advisory Group was
created to develop strategic directions and an action plan for the
NMVC. It will make recommendations to the Principals group
regarding operational matters while providing support to the NMVC
Coordinators. The Advisory Group comprises representatives from
the:
- Schools’ Principals and Coordinators
- Department of Education and Early Childhood Development
- Local Learning Employment Networks
- Local Community Partnerships
- NMVC Coordinator.

Background
Entering its fifth year, the Northern Melbourne VET Cluster
(NMVC) has grown from 13 to 36 member schools. In 2008 Samaritan
College combined with Parade College and is now called Parade
Preston. Latrobe Secondary College united with Banksia Secondary
College to become known as Banksia Latrobe Secondary College.
The NMVC was initiated in 2006 by secondary schools from the new
Darebin Industry Education Network with support from a number of
key organisations to enable the sharing of resources and ideas in
the organization of VET programs. It has enabled numbers of
students from individual schools to access VET programs that are
not provided by the home school.
The Cluster collaborates with employers, industry and TAFE
Colleges.
NMVC Membership
A number of meetings were held with School Principals to expand
the NMVC for the 2008 Year and the NMVC has now expanded to take in
schools from Darebin, Moreland, Whittlesea, Nillumbik and Banyule
regions.

Regional Support
The NMVC has developed with great support from the
following:
- local Secondary Schools and Local Learning Employment Networks
(LLEN) including
- Inner Northern LLEN
- Hume Whittlesea LLEN
- Banyule Nillumbik LLEN
- Banyule LCP
- Career Connections Kangan and RMIT
The cluster has also had support from the Northern Region
Department of Education and Early Childhood Development and the
Melbourne Catholic Education Office which is much appreciated.
How does the Cluster work?
The NMVC was modelled on and developed with the support of the
highly successful Inner Melbourne VET Cluster which has been in
operation for several years. The NMVC clustering arrangement is
based on member schools by:
- paying a membership fee
- committing to a common VET day (Wednesday afternoon) for
program offerings to other schools
- actively participating in a committee of management with school
Principals meeting 3 times per year and VET
- Coordinators meeting 5 per year
- producing a common VET course handbook of programs for member
schools
Membership Fees
The NMVC membership fee for individual schools for 2010 is $1260
+ GST which covers the cost of the handbook and the cluster
coordination for 2 days per week.
Cluster Handbook and Manual
The NMVC 2010 VET Handbook was distributed to schools during the
1st week of August 2009 with fiftty one (51) VET programs being
offered including 7 School-Based Apprenticeships. The handbook
details the VET programs that are on offer to students from the
member schools and it contains:
- an overview of each course
- the day and time of delivery including provider
information
- the students’ application form which is found at the back of
the book.
These forms are submitted to the students' VET Coordinator at
their home school. Students are then required to attend a
compulsory enrolment information evening at the host school some
time during term IV.

As well as the Handbook an Operations Manual is provided
to member schools defining the responsibilities for both Host and
Home schools, the cluster coordination and the students.
